DRC is leading the Resilient Youth Socially and Economically Empowered (RYSE) Consortium, aimed to develop and mobilize a dynamic, powerful, multi-stakeholder initiative/eco-system focusing on empowering at displaced and conflict-affected youth to become the much-needed positive change agents. The vision is to develop a flagship model, in which youth, governments, private sector companies as well as investors and civil organizations together educate, embolden and enable youth to fulfil their critical role in a future Syria and Jordan and to pursue their life ambitions. The key target group are Syrian youth who are displaced and living as refugees in Jordan but also vulnerable young Jordanians who have been massively affected by the conflicts in the region.

The RYSE MEAL Manager is responsible for leading and coordinating all monitoring and evaluation (M&E), information management (IM), and accountability activities across the five consortium partners. The MEAL Manager will ensure the MEAL plan and activities are in place in order to support quality programming and a strong evidence-base for the relevance and impact of the consortium’s work. The RYSE MEAL Manager will have 3 direct reports, the IM Specialist, MEAL Officer, Accountability, and the IT Coordinator – Systems Analyst and Developer. They will also technically oversee the partners’ MEAL staff and activities

About the job

The individual will report directly to Consortium Chief of Party. Your main duties and responsibilities will be:

Technical Leadership:

Monitoring & Evaluation (20%)

Monitor and update (if necessary) the RYSE MEAL plan, log frame, indicators, and data collection methodologies and analysis;

Design any additional MEAL tools required for RYSE;

Conduct MEAL tools refresher trainings as needed for the RYSE partners and also for newly designed MEAL tools;

Provide MEAL/IM inputs for all donor reports and government reports, as needed;

Manage budget requirements, development and spending for MEAL/IM and consortium activities. 

Research & Learning (60%)

Design research and policy papers focused on civic engagement and economic empowerment using mixed methods, quantitative, or qualitative approaches;

Develop Terms of Reference (TORs) and concept notes that outline the needed design for the research and policy papers based on RYSE needs;

Oversee the work of a third-party consultant in conducting the RYSE impact evaluation (mid-term and final reports) and ensure RYSE partners use feedback to inform changes in the program design and implementation where feasible;

Conduct a longitudinal study using a mixed methods approach of the Graduation Approach;

Oversee and coordinate the work of an external research partner who is conducting a study on barriers and opportunities to the Graduation Approach;

Oversee and coordinate the work of an internal research partner who is conducting a participatory evaluation of civic engagement activities under RYSE;

Liaise with RYSE partners to ensure completion of After Action Reviews (AARs) following the completion of major activities, then share learnings from these AARs internally within the consortium;

Lead learning events and activities, as informed by the project learning agenda, to support cross partner learning, and adaptive management;

Produce learning briefs based on the learning events;

Actively support the consortium advocacy initiatives and contribute to the provision of evidence needed for said strategy.

Information Management (10%)

Oversee the launch of the RYSE’s new Information Management System (IMS) including overseeing the work of RYSE’s internal developer and training consortium MEAL staff on the use of the CMS system;

Provide regular technical oversight of partners’ use of the IMS, for data quality assurance and accuracy;

Ensure data sharing principles/policy are being applied by all partners;

Conduct spot checks and reviews of partners RYSE programme MEAL provisions ensuring compliance with agreed standards as defined by the MEAL tools plans for each Objective, the logframe glossary, and the performance indicator tracking table (calculation methodologies).

Accountability (10%)

Oversee the project’s accountability mechanisms, including specific mechanisms for cash provision;

Ensure all partners appropriately refer complaints and feedback, and have appropriate mechanism to respond to sensitive complaints;

Team Management:

Directly line manages 3 staff including setting objectives and co-creating work plans, and performance development;

Technically line manage the larger consortium MEAL team, providing technical guidance and capacity building, as needed.

Internal and External Coordination:

Lead the RYSE MEAL working group, sending out meeting invites, preparing the agenda, documenting minutes; and developing the MEAL framework for the programme and ensuring compliance with agreed standards;

Regularly communicate with partners to support routine data collection, and analysis;

In coordination with program and technical coordinators and managers, represent consortium externally with the donor, partners and the wider aid community through clusters and sectoral working groups as relevant;

Maintain good working relationships with implementing partners on joint research and MEAL activities;

Actively contribute and collaborate with regional/global counterparts to promote M&E and IM best practices and joint learning across DRC programs.

About you

University degree (Masters preferred) in relevant discipline (international studies/development, research methods, social sciences, etc.)

Required / Desirable

Demonstrated technical research skills and command of M&E methodologies;

6-10 years working in research and M&E with INGOs, preferably in a humanitarian context;

Very strong research and report writing skills;

Very strong quantitative data analysis skills (Excel required, SPSS or STATA preferred);

Knowledge of data collection protocols to ensure accurate data collection and verification;

Strong knowledge of mobile data collection techniques and tools;

Proven capacity to supervise, train and capacity build staff;

Strong organization skills with the ability to plan, perform, prioritize multiple tasks under tight deadlines in a dynamic environment and monitor own work plan and those under her/ his supervision;

Proven experience in a technical capacity involving conducting evaluations and assessments;

Experience conducting interviews and focus group discussions with diverse cohorts of populations.

Fluency English and Arabic
