Job Description

Purpose and Background:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

The IRC is implementing a food security project in Northwest Syria which aims to support vulnerable households have physical and economic access to sufficient, safe, and nutritious food that meets their dietary needs and food preferences for an active and healthy life. This will be achieved by providing services that support vulnerable individuals in restoring their agricultural livelihoods for personal food consumption and as an income generating opportunity and agricultural market system strengthening, as well as supporting the Agricultural market system strengthening.

Accordingly, the IRC is seeking to hire a short-term consultant to achieve the following deliverables.

Consultancy Objectives:

The purpose of this Agriculture Value Chain Consultant is to work on an depth value chain analysis for 1 to 3 agriculture products in NWS to: (1) identify major gaps in the value chain; (2) suggest solutions that meet IRC requirements and industry best practices when working with households, small holder farmers, and micro and small market supporters (market actors). The aim os to provide recommendations to enhance food security by increasing production and decreasing its cost.

Scope of Work:

The consultant is expected to undertake the following:

Within the project area, identify growth potential, market trends and competitiveness of selected value chains.

Value chain mapping that depicts the chain actors and their functions and inter-relationships.

Identify and examine constraints and opportunities within the selected value chains.

Identify the underlying policy, institutional, and infrastructural issues that affect the competitiveness and exclusion of the selected value chains.

Identify institutions and organizations working for selected value chains from national to local levels that can contribute to pro-poor value chain development.

Provide training for IRC’s Syria-based agronomists.

Ensure that gender, age, and disability are well considered in the analysis and recommendations.

Specific Consultancy Deliverables:

The following are the expected outputs from the consultant:

Deliverable 1:

Desk review and value chain selection

Conduct the desk review for the value chains (products)

Conduct value chain selection in coordination with the IRC agriculture team to select 1 to 3 products

Submit report and workplan for the next deliverables

Deliverable 2:

Design the data collection tools

Identify the data collection mechanism for both (qualitative and quantitative data).

Design data collection tools for each of them.

Identify the list of interviewees and the random sample

Train the data collection team on the data collection techniques (if needed)

NOTE: IRC team will conduct the actual data collection in the field

Deliverable 3:

Analyze the collected data

Receive all the collected data from IRC team

Organize the analyze the data

Reflect the data to information and use more visualization.

Deliverable 4:

Final report and training

Conduct online training for the IRC team (5-10) on the VC approach that been used presenting the steps to conduct this analysis and ensure knowledge and skills sharing.

NOTE: If additional funding is secured, IRC may propose to include a bigger number of participants in this training, including from IRC’s partners and other peer organizations.

Submit the final report (word format is must) in addition to PDF, and PPT for the main insights and findings in the report, which include but not limited to:

Conduct 2 hours presentation to IRC members on the analysis findings.

Submit final training report (it can be included in the above report)

Duration, level of effort, and payment schedule:

The consultant is expected to spend around 25 working days 

Deliverable 1: Desk review and value chain selection

Deliverable 2: Design the data collection tools

Level of efforts (in days): 3

Timeline: 4th week of February

Deliverable 3: Analyze the collected data

Level of efforts (in days): 12

Deliverable 4: Final report and training

Level of efforts (in days): 7

Timeline: 4th week of March – 2nd week of April

subject to change, if the consultant feel they need more or less days on any of the deliverables. This will be agreed on during the consultancy kick-off meeting where a revised table will be finalized and shared by email.Payment will be based on the deliverables as follows:

Payment 1: 35% | after completing the deliverables 1 and 2

Payment 2: 65% | after completing deliverables 3 and 4

Key Working Relationships:

Consultant Reports to: IRC NWS ERD Coordinator.

Position directly supervises: none

Other Internal and/or external contacts: ERD Senior Manager, ERD Implementation Manager, Agriculture Sr. Officer.

Qualifications

An advanced university degree in Agricultural Development, Agricultural Economics or other related subject areas

Good understanding of agricultural and rural development from both a development cooperation and private sector perspective, NWS or any similar conflict area is highly preferred

Excellent understanding of the international development and its implementation and funding mechanisms (public and private)

Good understanding of agribusinesses and agricultural value chain trends and direction, including major areas of interest and intervention, as well as interactions with the private sector

At least 5 years’ relevant experience working in the area of agribusiness and agricultural value chain development

Language Skills:

Fluency in English and Arabic is required.

Working Environment: 

The consultant can choose to work from IRC’s office in Amman, Jordan, or to perform the work remotely. No travel required.
