IFC has embarked on an ambitious new growth strategy (IFC 3.0) to stimulate more investment activity. This strategy calls for generating our own opportunities by proactively working “Upstream” to create, deepen, and expand markets and to imagine, design and implement investment projects. It requires taking a systematic approach to understanding the regulatory and sector bottlenecks that prevent the flow of private capital into productive investment in our member countries and addressing these bottlenecks through World Bank Group engagement on policy reforms and programmatic interventions at the country and sector level. This strategy also calls for working with Governments and World Bank colleagues to first seek private sector solutions to address development challenges - where such solutions are advisable and can be effective - and reserve public financing for projects only when other options are suboptimal. This approach is called the “Cascade”.

The Gender and Sustainability Solutions Department (CEG) includes approximately 300 staff and consultants. As part of its mandate, CEG supports IFC’s investment and advisory teams to manage ESG risks associated with their activities and find solutions to client issues on basis of our Environmental and Social (E&S) Performance Standards (http://www.ifc.org/performancestandards) and the Corporate Governance Methodology (http://www.ifc.org/corporategovernance). CEG further leverages this expertise and operational experience in emerging markets to encourage the effective adoption of these standards by companies and investors across emerging markets. IFC is seeking a Regional ESG Manager for its Gender and Sustainability Solutions Department (CEG). The position is based in the Region (Istanbul, Turkey or Amman Jordan). The role of the Regional Manager is to ensure timely delivery of CEG’s support to IFC’s investment, upstream and advisory operations the Middle East, Central Asia and Turkey (MCT) region, as well as to lead the delivery of the Department’s growing ESG advisory services offering. The Manager will lead a team of about 15 Environmental and Social Specialist staff and Advisory Services Operations Officers. S/he will play a vital role in the leadership of this team, CEG’s management team, and the MCT regional management team.

Duties and Accountabilities

• Serve as the Manager for CEG’s regional MCT team, including budget planning and staffing, and technical and fiduciary oversight of MCT’s operations support and advisory programs.
• Coordinate with relevant Investment, Advisory, Upstream and Regional Department staff in MCT to ensure that E&S risks and issues are identified, assessed, and effectively mitigated to ensure successful and sustainable outcomes. A deep understanding of environmental, social and governance technical issues will be particularly important, along with an understanding of regional challenges and opportunities.
• Together with other Managers in CEG, ensure that CEG provides effective support to Operational departments to adhere to IFC’s Policy and Performance Standards on Environment and Social Sustainability, the IFC Access to Information Policy and the Environment and Social Review Procedures. This will include managing resources to meet performance targets set by CEG.
• In collaboration with the CEG Director and other managers in CEG, contribute to the planning and implementation of effective and efficient business and administrative processes and systems that support the delivery of CEG’s support in line with IFC’s corporate priorities. 
• Recruit, manage and mentor a dedicated group of MCT staff and consultants, providing all relevant oversight and support including staff performance evaluation, training, career guidance and administrative duties. The manager will mentor, guide, and monitor performance of staff to assist in their professional development and ensure effective onboarding of new hires.
• Participate in CEG and Regional management team meetings and contribute to CEG and Regional strategy development and implementation.
• Exercise fiduciary oversight and control over the budget allocated for the unit’s program and for any advisory services engagements carried out by CEG MCT Team.
• Represent CEG and IFC at public and professional fora to help maintain and promote IFC's leadership position in sustainable development and social and environmental best practice.
 

Selection Criteria

The successful candidate for this position is expected to have educational qualifications in a relevant discipline, a strong professional background in social and/or environmental assessment, a proven track record in private sector investment delivery, people management/leadership skills, and familiarity with the IFC’s Sustainability Framework. Specific criteria include:
• Graduate degree in environment- or social development-related discipline with minimum of 12 to 15 years of relevant experience dealing with environment, social and governance issues with the private sector.
• Commitment to development and a proven track record showing alignment with the World Bank Group and IFC's mission, strategy, and values.
• Excellent leadership and people management skills, particularly demonstrated in a complex organizational setting with responsibilities for leading and managing large, diverse, and highly technical projects and functions.
• Strong track record in providing intellectual leadership, managing, building talent, and motivating staff across different locations; becoming a strong mentor and growing businesses; and leading by example.
• Strong professional background and client facing experience in assessing and improving E&S performance of IFC investment clients.
• Track record of professional leadership on social and environmental sustainability.
• Clear understanding of, and experience in emerging markets, including those in FCS and IDA countries.
• Strong communication, KM and public speaking skills and the ability to represent IFC and ESG in global and regional ESG fora.
• Ability to represent IFC to key external clients, government authorities, other stakeholders, and critics.
• Willingness to travel as and where necessary.
