Mission and objectives

UNODC’s mission is to contribute to global peace and security, human rights and development by making the world safer from drugs, crime, corruption and terrorism. This Strategy for the next five years will equip UNODC to deliver effectively, efficiently and with accountability, elevating our support to Member States to build just, inclusive and resilient societies that leave no one behind.

Context

The UNV assignment will support the implementation of UNODC’s ‘Strategic Partnership with the GCC Countries’ and related programme portfolio which covers the following thematic ar-eas: drug control and related health issues, countering illicit trafficking and transnational orga-nized crime, crime prevention and criminal justice, terrorism prevention, and anti-corruption. OGCCR works closely with relevant HQ- and field-based substantive teams in order to pro-vide tailored assistance to the GCC countries in their efforts to fulfil their obligations as states parties to the relevant UN conventions. Technical cooperation between UNODC and the GCC member states is designed to strike a balance between strengthening both criminal jus-tice responses and preventative capabilities, while continuously advocating compliance with human rights instruments as well as the standards and norms in crime prevention and crimi-nal justice available to the international community. OGCCR also facilitates and supports GCC member states’ engagement with multilateral platforms of practice sharing and policy dialogue in UNODC’s areas of mandate, not only to maximize their responses to transnational security threats but also, and importantly, in a spirit of reinforcing South-South partnerships. Furthermore, the UNODC ‘Strategic Partnership with the GCC Countries’ and related pro-gramme portfolio supports member states in their efforts to achieve the relevant Sustainable Development Goals (SDGs) set forth in the 2030 Agenda.

Task description

•Advise and train OGCCR staff on gender mainstreaming into programme/project management; •Work with OGCCR project management teams on the review of logical frameworks and development of gender-sensitive indicators for monitoring and evaluation; •Conduct briefing sessions for OGCCR colleagues on the UNOV/UNODC Gender Strat-egy; •Provide gender-sensitive analysis of regional trends in UNODC’s areas of mandate such as drug control, crime prevention and criminal justice, assess and identify related capacity-building needs of relevant national and regional entities, and develop tailored concept notes and project proposals for donors, in line with UNODC’s strategic engagement with the GCC countries; •Work with OGCCR project management teams on the development and implementation of training modules focusing on gender related aspects in UNODC’s areas of mandate, to be delivered as part of planned activities (e.g., in the field of anti-corruption, trafficking in persons, criminal justice reform); •Review with a gender lens the communication materials prepared by the communication officer and provide relevant inputs; •Review with a gender lens the concept notes and project proposals for donors and pro-vide relevant inputs; •Participate in meetings of the inter-agency gender equality and women empowerment (GEWE) working groups established by UN Country Teams in the region and provide relevant inputs, as requested; •Prepare a variety of written outputs, such as background and working papers, correspondence, assessment and accomplishment reports, presentations, briefing notes, summaries, technical briefings, talking points and speeches, and provide inputs for the preparation of progress reports, substantive publications and training materials, as required; •Attend and take notes at meetings, as required; •Perform any other tasks, as assigned. Furthermore, UN Volunteers are required to: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; •Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; •Assist with the UNV Buddy Programme for newly arrived UN Volunteers; •Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible

This assignment is funded by the Government of Korea and therefore specific criteria apply: - Candidates must be Korean nationals. - Candidates who have already served as UN Volunteer Specialist funded by Korea are not eligible to apply. APPLICATION DEADLINE: 2 January 2022 (note: this is one day prior to the advertisement end date). Candidates are encouraged to submit their application as soon as possible, well in advance of the deadline. Candidates may apply to a maximum of three assignments per advertisement and indicate the order of preference in the ‘Additional remarks’ section.

Requirements

Required experience

3 years of experience in the field of gender equality and women empowerment is required; Experience Agriculture in programme management is highly desirable; Working experience women’s organizations and/or with the United Nations system is an advantage, as is experience in the field.

Living conditions and remarks

Security Level MINIMAL (1) is in effect throughout the Emirates. All UN personnel are advised to contact the DSS Security Adviser (tel: + 971 4 299 8989) in Dubai, if there is any concern on safety and security. Crime is generally rated at a low threat level. Petty crimes such as pick pocketing, theft, scams, assault, and sexual harassment do occur although weapons are rarely used. Over the past year, there have been several incidents of sexual harassment and assault against western expats. To date there have been no perceived, actual or direct threats against the United Nations system staff, programmes, facilities, or property in UAE. The likelihood of direct threats against the UN is assessed to be limited in UAE where numerous high value targets of interest for networks of malicious intent seem to stand out as more attractive and vulnerable. Nevertheless, the generic threat that exists against the UN at the global sphere may apply to the UN system in the UAE at certain circumstances and situations. Residential Security Measures (RSM): Based on the local security criminality statistics the current criminality situation is assessed LOW, and no criminal incident was registered for UN staff during the past three years.
