Job Description

BACKGROUND

UNDP has a global mandate to support governments in the area of good governance and, Security & Justice Sector Reform as well as significant experience in producing policy advice and support to governments. At the request of the Government of Iraq (GoI), UNDP has been engaging with the Office of the National Security Adviser (ONSA) and a range of national and international interlocutors to provide technical advice and assistance to advance efforts in this sphere. Among others, the ongoing work focuses specifically in supporting the implementation of the GoI Security Sector Reform Programme (SSRP). In this regard UNDP maintains strong partnerships with ONSA and, a range of interlocutors and, also plays a central coordination role between government and International Partners engaged in this long- term reform process.

On 16 July 2017 the National Security Council, formally endorsed the Security Sector Reform Programme (SSRP). UNDP has provided significant technical support to ONSA and relevant institutions throughout the development of the SSRP and, has facilitated numerous consultations with a wide-range of stakeholders, helping to ensure broad support for this long-term reform process. Among others the overall GoI SSRP has specific focus on improving local policing under the SSR system priority Criminal Justice and Law Enforcement. The emphasis is on transition from 'Green' to more service oriented 'Blue' policing in post- ISIL Iraq.

Furthermore, recognizing that access to security and justice and, realization of safer communities is a prerequisite for democratic advancement and post- ISIL recovery and stability in Iraq, the Police Affairs Agency has undertaken significant efforts over the past year to advance local policing in Iraq with a specific focus on preventative and responsive policing with emphasis on better crime management. In this regard two important policy documents were recently developed to improve local policing and, criminal investigations in Iraq: The 'Local Police Service Road Map' and unified 'Standard Operating Procedures (SoP) for Criminal Investigations'. UNDP provided technical advice and assistance to elaborate these policy documents and, their implementation has just begun.

Looking forward, UNDP SSR/RoL Programme will provide a comprehensive package of technical advice and, assistance to advance security and justice sector governance in Iraq both at national and local levels with specific emphasis on liberated areas. Among others it will include ongoing advisory support to key interlocutors; training, mentoring and training the trainer (ToT) activities; piloting a context specific 'model police station' initiative; support to local civil society organizations (CSOs) to play an active role in building police-public partnerships; and maintaining regular documentation of best practice and lessons learned.

Against this backdrop, the Programme Management Specialist will work under the direct supervision of SSR/RoL Programme Manager, and in coordination with SSR/RoL Project Manager, Technical Specialists and UNDP Iraq’s Programme Management Support Unit.

The incumbent is responsible for the monitoring and quality assurance of the SSR/RoL Programme. S/he will analyze political, social and economic trends and, lead formulation, management and evaluation of activities under UNDP SSR/RoL Programme's multi-year Programme of work to 'Support Security and Justice Sector Governance in Post- ISIL Iraq'. S/he will ensure budgets are set up and well managed, as well as produce regular expenditure overviews and reporting. The incumbent will continue to improve the quality control and monitoring systems for managing engagements with Responsible Parties, both Government and other key interlocutors (e.g. CSOs).

DUTIES & RESPONSIBILITIES

The Programme Management Specialist will be required to:

  • Ensure implementation of Programme Strategies.
  • Ensure effective management of the Country Office SSR/RoL Programme through quality assurance of the project management cycle.
  • Ensure Quality Control for engagement with Responsible Parties.
  • Create strategic partnerships and implement the resource mobilization plans under the overall guidance of SSR/RoL Programme Manager and, in cooperation with the Programme Support Unit.
  • Provide high-quality advisory services and facilitate knowledge building and management.

Ensure implementation of programme strategies:

  • Thoroughly analyze and research of the political, social, and economic situation in the country and preparation of substantive inputs to CCA, UNSDCF, CPD and other strategy documents.
  • Identify areas for support and interventions within the thematic/sectoral areas assigned.
  • Identify opportunities for SSR/RoL Programme on cross Pillar programming in UNDP Iraq and support the design of such interventions.
  • Map business processes and prepare the content of internal Standard Operating Procedures for strengthening Results-based Management.

Support the effective management of SSR/ RoL Pprogramme through quality assurance of the Project management cycle:

  • In compliance with POPP, initiate project design process, presentation of the projects to the Local Project Appraisal Committee (LPAC), enter the projects into Atlas, support to review and finalize contribution agreements; determine the need for budget revisions; coordination of the mandatory and budget re-phasing exercises, timely operational and financial closure of projects through review.
  • Deliver multi-year budgeting, including budget and resource management and expenditure control as well as resource planning.
  • Apply results-based management tools effectively, support to establish and review results targets, management targets and monitoring achievement of results.
  • Ensure that effective and practical monitoring mechanisms are set up, specifically field monitoring in areas which are difficult to access for the UN.
  • Provide necessary support from SSR/RoL Programme to Programme Support Unit to ensure timely implementation of decentralized Project evaluations, in keeping with the required corporate standards.
  • Support SSR/RoL Programme team to design responsible exit and transition strategies, and plans.
  • Review and clearance of agreements with Responsible Parties (i.e., Letters of Agreement with Government, Responsible Party Agreements with NGOs, UN to UN Agency Agreements) ensuring compliance with UNDP’s Rules and Regulations.
  • Monitor and evaluate all Programme activities financially and substantively, identify operational and financial bottle-necks and develop solutions.
  • Support the SSR/RoL Programme with preparation for Audits (i.e., Country Office Audit, DIM Audit and Audits of Responsible Parties within the HACT Framework) and follow up on the implementation of audit recommendations.
  • Provide required Support from SSR/RoL to the Programme Support Unit and, the Operations Unit to strengthen the systematic application of the HACT Framework.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes.
  • Assure the Quality of donor reports (narrative and financial) and support timely submission.

Ensure Quality Control for small grant interventions and engagement with Responsible Parties and Sub - Contractors:

  • Develop/strengthen a control mechanism for all small grant interventions developed by the Programme, and support replication within the Office when required.
  • Develop a roster of pre-qualified NGOs/CSOs.
  • Advise SSR/RoL Programme on working with NGOs and process for engaging with NGOs as a Responsible Party.
  • Support SSR/RoL Programme with NGO and Sub - Contractor profile evaluations and project proposal design.
  • Advise on payment modalities for grant interventions, taking into consideration Audit observations and lessons learned.
  • Oversee and monitor the Responsible Party selection process, ensuring compliance with POPP.
  • Introduce measures to evaluate the impact of results achieved by Responsible Parties and Sub - Contractors.
  • Review the availability of new tools in POPP for engaging with Responsible Parties, and advise the Stabilization Pillar on the use of the tools.

Create strategic partnerships and implement the resource mobilization plans under the overall guidance of SSR/RoL Programme Manager and, in cooperation with the Programme Support Unit:

  • Support to develop partnerships with the UN Agencies, like-minded international partners and government institutions, private sector, civil society in the specific thematic areas relevant to SSR/RoL Programme based on strategic goals of UNDP, country needs and donors’ priorities.
  • Assure the Quality of donor reporting timely and quality wise, including ensuring alignment with donor requirements and the respective Project/ Programme Frameworks.
  • Analyze and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to SSR/RoL Programme's resource mobilization efforts, including through support for Proposal development.
  • Prepare the consolidated SSR/RoL Programme inputs for corporate information requests and reporting, including Integrated Work Plan, and Results Oriented Analysis Report (ROAR).

Provide high-quality advisory services and facilitate knowledge building and management:

  • Identify sources of information related to policy-driven issues. Identify and synthesize best practices and lessons learned directly linked to SSR/RoL Programme and directly corresponding to UNDP Iraq Country Programme Document (CPD).
  • Make sound contributions to knowledge networks and communities of practice.
  • Deliver any other tasks as advised by the SR/RoL Programme Manager.

REQUIRMENT QUALIFICATIONS

Education

  • Master's degree in social sciences, public policy, politics, economics, development studies or a related area.

Experience

  • 5 years of relevant experience at the national or international level in providing management advisory services, including Programme Quality Assurance.
  • Hands-on experience in design, monitoring and evaluation of development projects.
  • Experience in Security and Justice Sector programming, including at the field level.
  • Excellent organizational, written and verbal communications skills.
  • High tolerance for, and adaptability to change, complexity and unpredictability and ability to work under pressure and multi- task.
  • Previous experience of working in security and justice reform spheres in post- conflict settings is an asset.
  • Experience in UNDP Programme Management Systems, Procedures and Policies is an asset.
  • Experience in the usage of computers and office software packages.
  • Experience in handling of web-based management systems- with knowledge and experience using ATLAS is an asset.

Language Requirements

  • Fluency in oral and written English.
