Monitoring, Evaluation and Learning Assistant (national applicants)

Reports to:     Regional MEL Manager

Location:        Amman, Jordan

Type: Full-time, Project

The Near East Foundation (NEF) is seeking candidates for a Monitoring, Evaluation and Learning (MEL) Assistant position, to be based in the NEF regional office based in Amman, Jordan. NEF is a non-profit international development organization that has supported livelihoods recovery and community-based economic development in the Middle East, Africa, and Caucasus since 1915. NEF draws on local teams, experience, and partnerships in these regions to create community-led solutions to improve livelihoods and local governance among conflict and crisis-affected groups, while maintaining neutrality and ensuring inclusiveness in our approach. Working through a network of country offices and local partners, NEF has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. Our programs are organized around three pillars: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.

Position Description

NEF is launching a revolving credit fund to empower local entrepreneurs in Northeast and Northwest Syria by facilitating MSMEs access to finance. The MEL Assistant is a member of the Near East Foundation team regional office in Jordan, reporting functionally to the Regional MEL Manager. The MEL Assistant will lead in quality data collection and management (quantitative and qualitative) in line with project MEL tools (logframe, database, surveys, KIIs/FGDs, etc.) and share findings through written documentation and verbal presentations.

Responsibilities

Data Collection Tool Design

  • Work with personnel from project implementation teams to design data collection tools in line with project MEL plan and logframe and liaise with supervisor to make sure new tools are properly rolled out on a timely manner.
  • Build quantitative data collection tools on Akvo or equivalent smartphone-based data collection applications (Kobo, ODK, etc.).
  • Create KIIs and FGDs templates in alignment with best qualitative data collection practices.

Data Collection Phase

  • Lead the coordination of data collection in cooperation with the Data Management Consultant. This includes survey refinement and pre-testing, creating sampling methodologies (when applicable), and developing detailed data collection plans with logistical elements properly considered.
  • Lead on coordinating data quality assessment and MEL verification tools including phone call verifications, interviews and FGDs to assess impact of project and document findings.

Data Management and Analysis 

  • Clean data collected and ensure accurate figures for analysis and reporting.
  • Manage the Excel beneficiary database and use the digital Lending Management System (LMS) monitoring and reporting functions in collaboration with the Data Management Consultant.
  • Support production of reports to share with project implementation teams and external stakeholders.
  • Maintain organized digital and limited hard copies of all MEL related files and supporting documentation through a well-organized filing system for all tools and reports developed and collected by the MEL department.

Internal coordination with implementation teams

  • At the end of all relevant MEL and project activities, review what has been achieved according to the project workplan and update program staff of progress findings to inform project management and decision making.
  • Coordinate with implementation teams to keep up to date on upcoming data collection and reporting needs and prepare tools and reports in a timely manner.
  • Coordinating the information requirements of each team under the financial and non-financial components with sharing the required information with related statistics for further efficiency in decision making.

Learning

  • Support collection and documentation of operational learning.
  • Integrate any findings resulting from regular data collection and analysis into any learning documents that the project team produces.

Qualifications and Requirements:

The successful candidate must be a self-directed individual with the following qualifications:

Basic Qualifications

  • University degree in Social Science or any relevant field of study and field experience dealing with data collection, management, analysis and reporting.
  • At least one year of M&E experience in a development or humanitarian setting with a particular focus on data collection and management using ICT tools.
  • Working knowledge of principles of results-oriented monitoring and evaluation.
  • Experience using research methods with mixed-methods data collection and analysis skills.
  • Native Arabic speaker, with proficient English writing and speaking skills.
  • Ability to manage and analyze quantitative data in Microsoft Excel or similar software.
  • Experience using ICT data collection tools such as smartphone-based data collection software.
  • Must be eligible to work and reside in Jordan without NEF sponsorship.
