SCOPE OF ROLE: 
Reports to: Sn. MEAL and Research Manager (SRO MEAL Lead)
Staff reporting to this post: NWS and NES Accountability Coordinators 
Budget Responsibilities: Accountability Capacity Building Project – Stage 2 Budget Responsible
Save the Children (SC) Syria Response Office is recruiting an Accountability Manager to lead the second stage of the Boost Accountability to Children and Communities Program (BAACP ) that will take place in North West (NWS), North East Syria (NES) Area Offices (AO) and Syria Partnership Program (SPP).
The BAACP requires a dedicated individual with proven experience on accountability and participatory systems and in core humanitarian standards to provide training and support to the personnel of SC including Accountability Coordinators and Champions, and its implementing partners. This dedicated individual will support our efforts to involve communities and external stakeholders throughout the entire awards cycle in NWS, NES and SPP. The Accountability Manager will be supporting the Accountability Champions, partner focal points and (depending on funding status – Accountability Coordinators) during the implementation of the project and develop guidance tools, and lead the strategic communication with relevant stakeholders, adaptation of technical tools including monitoring and evaluation modalities for communities and children. 
 
KEY AREAS OF ACCOUNTABILITY:
Accountability Capacity Building / Project
•    Leading the implementation of the Accountability Capacity Building Project – Stage 2 and ensuring that budget phasing and work plan is met
•    Depending on funding status - managing and supporting the NWS and NES Accountability Coordinators in Area Offices
•    Providing coaching and technical support to Accountability Champions from Save the Children and Implementing Partners
•    Managing strategic communications with the stakeholders and partners taking part in the capacity building project
•    Regularly visiting field to provide oversight and observe the implementation of the project 
•    Lead the adaptation of Accountability Champions modality, quality benchmarks, and monitoring & evaluation modalities for different stakeholders of the project including communities and children
•    Support the coordination and work between Technical Advisors and Accountability Coordinators
•    Ensure that the learning and challenges from the project is properly documented and logged into the learning log
•    Provide support in terms of utilizing informal channels of FRM and work with other relevant teams (I.e. CSG/ Fraud/ AMC) in field level to strengthen FRM system in SRO
•    Lead the development of the final report to demonstrate to what extent the Accountability project facilitated enabling environment for better Accountability systems, created positive impact and increased knowledge and led to behaviour changes across the SRO.

Accountability Strategy and System
•    Working closely with the Sn. MEAL and Research Manager design SCI’s approach to accountability and participation, setting down the minimum requirements (following the Core Humanitarian Standard, SCI Accountability Procedure, MEAL in Emergencies System Quality Benchmarks, and SC Practice Standards in Child Participation) and ensuring that it complements and forms part of the overall MEAL system
•    Ensure that accountability and participation are integral elements of all aspects of the organization's approach to MEAL
•    Provide oversight on Feedback and Reporting Mechanisms in Area Offices and make necessary interventions for system corrections and suggestions to the MEAL teams.
•    Develop and adapt the associated tools required to implement the accountability and participation minimum requirements to ensure that roll-out is standardized across operational areas (e.g., information posters, complaints database, child-friendly methodology guidance);
•    Work closely with PDQ team members to promote understanding of the importance of accountability and participation to achieve quality programming;
•    Be a key link between the PDQ and Program Implementation Strategy teams, to ensure that beneficiary feedback is promoted as a key tool in program management and strategy development
•    Support Sn. MEAL and Research Manager to develop FRM Minimum Standards/ SOPs and Field Implementation Guidelines by contextualizing for Area Offices and reality on the ground.
•    Lead the development of an indicator framework for Accountability efforts, and its mainstreaming across Syria Response Office

Programme Development
•    With the Sn. MEAL and Research Manager, feed into program and proposal design to ensure that resources for accountability and participation (budget and staffing) are secured; Support Sn. MEAL and Research Manager to oversee the use of resources to ensure that area offices are able to deliver on the accountability and participation minimum standards.

Programme Implementation
•    As required undertake technical support visits and offer remote technical support to area offices implementing accountability and participation activities
•    Maintain close working relationship with Area Office MEAL Leads to understand challenges and successes at field level and design / plan support required 
•    Contribute to Program Key Performance Indicator (PKPI) quarterly reporting at national level;
•    Support the development and roll out of Child Friendly and Disability inclusive FRM tools on field level

Programme Monitoring
•    Providing guidance to field teams to ensure that FRM systems function as intended during the monitoring phase This includes, among others, soliciting feedback from the beneficiaries on their experience, following up on implementation of FRM recommendations and course correction.

Staff Capacity Building
•    Identify training needs and capacity building support required at field level and in CO;
•    Ensure strong understanding and applicable of the Core Humanitarian Standard (particularly CHS 4&5) through inductions and training;
•    Foster an organizational culture which is truly accountable to children and their communities.
•    Train personnel on how to develop plan/ action points to manage, analyse and present feedback data for action, and close the feedback loop

Evaluation and Learning
•    Contribute to the analysis and interpretation of findings for Action Trackers, Learning Reports and Factsheets
•    Support Sn. MEAL and Research Manager and AO MEAL Leads in the CO to produce reports and data which promotes learning through accountability (using beneficiary feedback as well as evidence of improved program implementation where accountability is increased)
•    Develop Terms of References for the external evaluation of program through Most Significant Change and Outcome Harvesting


In order to be successful you will bring/have: 

QUALIFICATIONS:
•    MA degree in an area of International Development, Anthropology or relevant subject and/or equivalent field experience
•    Fluency in English, both verbal and written, required 
•    Fluency in Arabic, both verbal and written, preferred
•    Commitment to Save the Children values


Essential:
•    Recommended a minimum of 5 of years’ management experience including working specifically on MEAL and/or accountability in first phase emergency response
•    Recommended a minimum 7 years of experience of Accountability, Child Protection and Participation across different locations
•    Trained on HAP / Core Humanitarian Standard / MEAL in Emergencies / CRM
•    Highly developed interpersonal and communication skills including influencing, negotiation and coaching
•    Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
•    Strong results orientation, with the ability to challenge existing mind-sets
•    Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in
•    Previous experience in training module development, conducting training and coaching in an international organization 
•    Ability to present complex information in a succinct and compelling manner
•    Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
