Junior EU Aid Volunteer for Climate Change Advisor in Jordan

VOL4GEN – “EU Aid Volunteers supporting gender mainstreaming in humanitarian action” is a 36-month project conceived under the general objective of enhancing gender mainstreaming in humanitarian contexts. To this aim, the project will deploy 56 volunteers to 17 Hosting Organisations in 14 countries and implement technical assistance and capacity building activities that will strengthen the capacity of Hosting Organisations and local communities to reduce the risk of disaster and reduce vulnerabilities, focused on putting the needs of women and girls at the forefront. This will be complemented with the action of on-line volunteers.

This project is led by Alianza por la Solidaridad-Actionaid, in the framework of a consortium that brings together 21 organisations. Alianza por la Solidaridad, We World GVC, and Actionaid Hellas act as Sending Organisations; the Hosting Organisations will welcome volunteers in 14 countries of Latin America & Caribbean (Colombia, Peru, Bolivia, Brazil, Guatemala, Cuba, Haiti), Africa (Kenya, Mauritania, Morocco), Middle East (Jordan, Palestine, Lebanon) and Asia.

For the present vacancy, Actionaid Hellas will act as Sending Organisation and Alianza por la Solidaridad Jordan will be the Hosting Organisation. None of them are faith-based organisations.

ActionAid Hellas has been operating since 1998 in Greece as affiliate of ActionAid federation and has been building bridges of solidarity ever since between our Greek supporters and the most marginalized people of our world. It supports our fellow citizens who experience social and economic exclusion through its work at the Centre, a multi-purpose facility bringing action and change to the City of Athens, implements educational programmes in which thousands of pupils participate every year, carries out information and awareness campaigns on social exclusion and xenophobia, and responds to the refugee crisis.

Alianza por la Solidaridad is a certified organisation that participates in the EU Aid Volunteers Initiative since 2012 and hosts volunteers in 8 field offices. Alianza por la Solidaridad is a nongovernmental organization that currently channels the effort and support of more than 50,000 people, amongst them members, volunteers, supporters, and workers in order to fight against inequalities and contribute to protecting Human Rights in more than 19 countries in Latin America, Africa, the Middle East and Europe. Alianza’s main areas of work include (1) Women’s Rights and putting and end to GBV; (2) Promotion of Human Rights of most vulnerable groups; (3) Climate Justice; and (4) Humanitarian action. In 2018 Alianza joined the International Actionaid Federation.

Operational details & security context

The Hashemite Kingdom of Jordan is bound by Syria to the north, Iraq to the northeast, Saudi Arabia to the east and south, the Red Sea to the south, and the occupied West Bank and Israel to the west. The country’s location is key to understand its situation. Adverse regional developments, with Syria and Iraq crises, remain the largest recent shock affecting Jordan, as reflected in the large refugee influx, disrupted trade routes and lower tourism inflows.
The current scenario of violence and conflict in the region, and the reception of a high number of refugees, thus, challenges political and economic stability, as well as its security and social cohesion. Furthermore, it aggravates vulnerability circumstances preexisting in Jordan, such as those of women. Economic challenges, both for refugee and local population, have been deepened due to covid-19 crises.
Regarding its political context, Jordan started a comprehensive reform process a decade ago. For the first time, in 2016, the Election Law adopted the concept of proportional representation on the national level to pave the way for the emergence of political blocs and coalitions, which will help in consolidating partisan work and spreading democratic culture. Despite women in Jordan have achieved significant improvements in their political, economic, and social rights in recent decades, discriminatory policies and perceptions towards them exist and important inequalities remain between communities and geographic areas. Traditional attitudes and inequities limit women’s participation in civil society and political and economic life, especially in rural areas.
The population increase has aggravated structural challenges relating to public service delivery, particularly in governorates hosting the largest number of refugees. Municipal services, such as education, health, garbage collection, water, electricity and transportation are overtaxed and strained. The psychosocial support needs of the communities have augmented each year since 2011. Differences in culture, religiosity and marriage patterns are also points of friction, the latter particularly among women. Tribal differences boost disagreements in some cases, but tribal structures are often a source of stability. Among the Jordanian population, women face higher levels of unemployment, lower wages and are less protected by social security than men. At risk of increased vulnerability are poor households, female-headed households, sexual and gender-based violence survivors; children without parental care; working children and persons with disabilities. Syrian women and girl’s refugees face significant and increasing protection needs as their displacement lengthens, although due to different barriers (social, cultural, financial, unawareness, inaccessibility, etc.). Most of them don’t seek help from formal sources and cope silently with violence or with support from untrained friends, family members and neighbors.

Instability in the region -particularly in Syria and Iraq- and presence of the Islamic State affect security in Jordan. Social conflict (generally low) fluctuates with events in neighboring countries. Seven years of war in the surrounding region, continued pressures of large refugee populations and economic reform programs have helped create an atmosphere in which protests often occur. Pacific demonstrations against the rise of prices of primary products are also common. Crime levels are generally low. Most crime is limited to pick pocketing, occasional bag snatching and theft from cars. Reports of cases of sexual assault against foreign women are still low, but there has been an increase in reports in recent years. Therefore, Alianza por la Solidaridad has a solid Security Plan which must be scrupulously respected by volunteers and staff in order to minimize security incidents. The rules and protocols to be followed are mainly related to mobility and displacement, documentation, registration in the pertinent Embassy or consulate, and other practicalities of daily life such as avoidance of political gatherings and demonstrations; avoidance of centers of other towns and cities after Friday midday prayers.

Tasks

Organisational development and advice

•Design and carry out climate change awareness trainings for Alianza-Actionaid staff and local partners.
•Design and implement green initiatives within Alianza-Actionaid premises (e.g., office, youth hubs, women safe spaces, etc.).
•Support Programme Managers and programme team to develop green components within the framework of projects on women’s rights, refugee crises, and other humanitarian gender-sensitive projects.
•Work in close collaboration with local partners to achieve the design and implementation of more green/sustainable activities.
•Support Youth Hubs and local partners in community action on climate change (design and roll out).

Communication and Awareness of the EU Aid Volunteers Initiative

•Publish articles describing the volunteer's experience in the field.
•Gather audiovisual materials aimed for public awareness activities in the volunteer's hosting community and/or local community in Europe.
•In coordination with the NGOs partner of the project, organize and implement a public awareness activity in the hosting country and once back in Europe.

Required Competencies:

Studies:

  • Degree in Environmental Sciences or other related disciplines.  
  • Alternatively, Degree in other disciplines complemented with further studies on environmental and climate change issues
  • Additional studies on development, international cooperation or humanitarian action is an asset

Languages

  • English C1, Spanish will be an asset, Arabic will be an asset

Work Experience 

  • Previous experience in developing countries and/or in volunteering activities
  • Knowledge of the Middle East context will be an asset
  • Previous experience in capacity building or organizational development is an asset

Skills 

  • Presentation skills; expository writing and speaking
  • Good interpersonal and communication skills.
  • Excellent command of Excel and full Microsoft Office package
  • Adaptability, self-awareness and inter-personal skills to adapt to different working styles and cultural contexts
  • Ability to work collaboratively and train others
  • Intercultural awareness and respectful attitude towards other customs and traditions.
  • Motivation for promoting local and social development.

Eligibility and exception criteria

The candidate for EU Aid Volunteers must be a citizen of the EU or a third country national who is a long-term resident in an EU Member State, and must have a minimum age of 18 years.

Minimum Requirements

•Knowledge of the Middle East context will be an asset.
•Previous experience in developing countries and/or in volunteering activities
•Confirmed availability to take part in the in-person pre-deployment training: this is a mandatory step to be able to participate in the EU Aid Volunteers Initiative

Selection Process

Shortlisting and Interviews

• Only complete applications will be considered: candidates must fill out the Application Form online indicated above, attach the CV, a Motivation Letter (optional) and the Self-Assessment Questionnaire (SAQ).
• Shortlisting and interviews of the candidates will take place from 01/12/2021 to 20/12/2021.
• The candidates will be notified in case of changes.

Interview Process

• All the interviews will be conducted online.
• The pre-selected candidate/s for each vacancy will be notified by email, or phone call. The date of the notification may vary according to the number of applications received.
• The selected candidate/s will attend an online and in-presence training, which are part of the selection process.
• Please note that more than one candidate per vacancy may attend the training;
Once the candidates have been declared “fit for deployment” after completing the training, the final decision about the selected final candidate to be deployed will be taken by the Sending and Hosting organisations.
