CONSULTANCY FOR TRAINER ON GENDER AND SEXUAL AND REPRODUCTIVE HEALTH AND RIGHTS MASAROUNA PROJECT

1. BACKGROUND

Oxfam supports women who live in vulnerable conditions and who experience marginalization as well as their organizations to claim their reproductive health and rights as integral to their human rights, in supportive and secure environments around the world. In Jordan specifically and generally in the MENA region, Oxfam has at least two decades of experience working on gender justice with a proven track record of innovative approaches and a commitment to learning. Oxfam’s vision for Gender Justice in Jordan is that women in all their diversities, are able to realize their life choices in all spheres and enjoy their rights in peaceful and equal societies freely and without fear. The Gender Justice program focuses its work on addressing the (potential) impact of intersecting vulnerabilities that women experience in Jordan, including patriarchy, poverty, conflict and legal status. Oxfam partners with women’s rights organizations to achieve transformational change. It supports inclusive alliances which champion women’s rights and challenge laws, policies and social norms which perpetuate patriarchy and inhibit women’s public participation. The program seeks to amplify the voices of conflict-affected women (both refugees and Jordanians) seeking to claim their rights. Building on Oxfam’s expertise in using a rights-based approach as well as working on shifting power relations and social norms, the Gender Justice program is implementing the Masarouna project that focuses on advancing the Sexual and Reproductive Health and Rights (SRHR) of young people, with a strong focus on reaching various cross-sections of vulnerable women in Jordan who struggle to access appropriate and needed services. It is part of a MENA regional initiative that seeks to mobilize the power of young people’s collective action to support their fight for greater freedom of choice and respect for their reproductive health and rights through new and innovative pathways for change. Our vision is that young people meaningfully induce sustainable change that will enable them to enjoy their reproductive health and rights. Our target group is young people aged 18-35, with particular attention to young and vulnerable women. The project, implemented by Oxfam in consortium with technical partners, is uniquely positioned to advance the fulfilment of SRH rights for the chosen target group through the implementation of this programme. The consortium partners’ experience, existing networks and long-term relationships in MENA legitimize the project’s ability to challenge social norms, stimulate discussion on a range of topics and strengthen civil society for increased government accountability on RH and rights related issues, specifically for YP. The Masarouna project acknowledges that various forms of inequality often operate together and exacerbate each other, and therefore we will consider the interplay of such intersectional factors. 2 2 Overall, young people in the region face challenges to fully enjoy their reproductive health rights because of the restrictive social norms and values that cause: • A lack of appropriate and relevant information. • A lack in service provision and access restrictions if services are available (informed by regulating, discriminating, or criminalizing legislation). • A lack of social acceptance. • A lack of awareness leading to inaction in improvement of the SRH rights related situation for young people.

2. PURPOSE OF ASSIGNMENT

This assignment seeks to contribute to enhancing the knowledge and understanding of key concepts of gender and its relationship to improving SRHR conditions in the context of the current project for project implementing partner staff. While Oxfam recognizes the expertise of project staff and partners in rolling out the project activities, ensuring that all staff across the project have a common approach and understanding on bringing a strong gender lens to their work is imperative. In that regard, a training package that addresses critical aspects of gender responsive programming in general and in the context of SRHR work will need to be designed and conducted. Key aspects of a gender responsive SRHR programming will need to be built into the training contents as well relevant international conventions and national frameworks. Some of the key topics will include integrating a strong feminist perspective, principles of universal access to services, bringing an intersectional lens to SRHR work, and Human Rights Based Approach that embraces diversity and inclusion. Basic concepts such as gender, intersectionality and SRHR will be covered. The key project staff will then do hands on practical exercises to contextualize these key concepts to the issues on SRHR and reflect the cumulative knowledge on their own work plans and activities for the project. The final topics and methodology will be approved by Oxfam’s Gender Justice team in Jordan and where relevant, the regional gender focal person. The training will be one event expected to be designed for a period of 2-3 days. Key materials such as project overview, documents on Oxfam’s approaches to gender justice will be provided for review and content development. The consultant is expected to be an expert on SRHR technical topics and will integrate them into the broader contents on gender.

3. KEY TASKS

The consultant will be responsible to: • Provide an implementation plan along with a clear methodology for the training, including all requirements, deliverables and timeline. • Design a full training package along with content materials on gender and SRHR to cover the agreed topics in consultation with gender justice team as discussed above. Pre-post assessment will also be designed and delivered. • Deliver training workshops on the above-mentioned topics to the target groups mentioned in section 2 above. 3 3 • Submit final training report discussing on the process, outcomes including results of the pre-post assessment, and recommendations/observations for improvements.

4. KEY DELIVERABLES AND TIMELINE DELIVERABLE DUE DATE

Submission of the designed the training material on different thematic areas: November 25th, 2021

Submission of final report: December 25th, 2021

6. QUALIFICATIONS

• Excellent knowledge and demonstrated expertise and experience (at least 5 years) on gender and power, diversity and inclusion • Proven track record in designing and delivering trainings on SRHR topics and knowledge of using Human Rights Based Approach to service delivery with different beneficiaries • Demonstrated experience in developing quality training materials, preferably with I/NGOs, UN agencies in Jordan and/or MENA region • Ability to work in a multi-cultural environment and ability to establish good and effective relationships with national partners • Demonstrated ability to deliver high quality written reports in English • Excellent verbal communication and presentation skills (in Arabic and English) with a focus on adopting and designing training approach and methodology tailor made to the target audience in mind, • Ability and willingness to travel to/ within Jordan.

8. EVALUATION CRITERIA

Applications will be assessed according to the following criteria: • Financial proposal 30%: Reasonable budget for the proposed goals and activities and proper budget breakdown. • Qualifications and competencies 20%: Relevant experience of the consultant who will be conducting the assignment in Jordan. • Technical proposal 40%: Completeness of the Proposal including: the approach, the methodology, Timeline, expected output(s). • Interview 10%: Understanding of ToR, assessment of expertise for the assignment. The contracting authority will award the contract to the Bidder whose bid has been determined to be substantially responsive to the RFQ and technical complainant and whose obtained the highest overall score, provided further that the bidder has demonstrate the capability and resources to carry out the contract effectively.
