The Middle East and North Africa region covers countries and territories from Morocco to the Islamic Republic of Iran, including Djibouti and Sudan in sub-Saharan Africa.The region is home to nearly 418 million people, including 157 million, or 38 per cent, who are under the age of 18. The Middle East and North Africa Regional Office is a hub for information, technical expertise, oversight and coordination for UNICEF Country Offices. It also supports these offices in their efforts to raise much-needed resources.

Specialist advisers based in Amman help develop programmes in health and nutrition, child protection, adolescent development, HIV and AIDS, education, water and sanitation, social policy and emergency preparedness.


How can you make a difference?

The post is located in UNICEF’s Middle East and North Africa Regional Office in Amman, Jordan. The post holder will be part of the Social Policy team, which provides technical support and oversight to UNICEF country programmes in the region in the areas of child poverty monitoring, social protection and public finance for children. The post contributes critically to the unit’s work on Social Protection, with a special focus on humanitarian settings. The supervisor of the post is the Regional Social Policy Adviser (P5).

Key functions, accountabilities and related duties/tasks

Under the guidance and supervision of the Regional Social Policy Adviser, and in close collaboration with the MENARO Humanitarian Team, support the design, implementation, monitoring and evaluation of humanitarian cash and voucher programmes in MENA countries. The post will also be responsible for building capacity of Country Offices in humanitarian cash-based approaches – and linkages to social protection systems building wherever possible (including enhancing the shock-responsiveness of such systems) - and ensure regular coordination and partnership with other relevant regional actors.

  1. Prepare regional guidance on the use of humanitarian cash-based interventions and linkages to social protection systems (and their shock-responsiveness), disseminating and updating this guidance as required.
  2. Provide sustained technical support to COs in designing/implementing or expanding child sensitive cash transfer programmes. In particular, such support should be aligned with the regional/national resilience agenda, and help strengthen the resilience of vulnerable HHs, communities and shock-responsive social protection systems at national/sub-national levels.
  3. Build and maintain partnerships for the design, implementation, monitoring and evaluation of cash transfer in MENA countries
  4. Support COs to establish robust monitoring and verification systems for implementation of humanitarian cash programes and work closely with Social Policy/HPM/M&E colleagues to monitor results and impact across the region. This could include direct support/participation in real-time assessments and evaluations of social cash transfers programmes supported by UNICEF.
  5. Actively contribute UNICEF’s inputs to regional technical documents and strategies from a child-sensitive social protection/resilience-based perspective.
  6. Support the review of CO programming milestones and related documents (MTRs, SMRs, UNDAF/CCA, Sitan, CPD, CPMP, CPAP, etc.) for clarity and consistency on resilience and social protection strategic applications
  7. Gather data, produce analysis, as well as document best practices/lessons learned from ongoing implementation that will inform the evolution of regional and country cash strategies and approaches
  8. Represent MENARO in interagency cash transfer and vouchers forums, including cash-based and social protection working groups as appropriate. Participate in discussions on opportunities for joint approaches and programmes and work with the relevant MENARO Sections (especially Humanitarian and Operations) to pursue these opportunities as appropriate.
  9. Work closely with programme sections in the RO to develop links and provide technical support to integrate humanitarian cash approaches into Education, Health and Nutrition, Child Protection and WASH programmes; strengthen coordination within the office on this issue;
  10. Build capacity of country office staff, partners and where relevant, government counterparts, in designing, implementing and managing humanitarian cash-based programmes
  11. Elaborate a strategy and ensure continued funding of UNICEF’s cash-based programmes. Produce advocacy materials to inform decision making internally and externally

To qualify as an advocate for every child you will have…

  • Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • Eight years of progressively responsible experience in the coordination, planning, management, monitoring and evaluation of social protection programmes in humanitarian/developing countries context, with substantive direct experiences in operationalizing (humanitarian/emergency) cash transfers required.
  • At least three years in emergency contexts in an international position required;
  • Specialized training/experience in emergency response management
  • Fluency in English is required. Proficiency in Arabic or French is an asset

This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
