Monitoring & Evaluation Specialist

The primary objective of the CSSF Jordan: Inclusive and Accountable Governance Project (IAGP)is a strengthened relationship between the state and citizens. The IAGP will support constructive citizen engagement in decision making with local authorities, that facilitates accountability, whilst also strengthening key central Government institutions to be more responsive to citizens needs, and transparent in how public resources are raised and spent. The IAGP will test innovative approaches for improving transparency and public engagement in national policy decisions. 

Monitoring and Evaluation (M&E) Specialist will provide support for monitoring and evaluation-related activities associated with the program

Essential Job Functions

Primary responsibilities include, but are not limited to the following:

Support the Blumont program team and FCDO with monitoring and evaluation services throughout the program cycle;

Develop the performance and context indicators and annual and quarterly monitoring plans;

Draft SOWs and methodological designs for evaluations, studies, assessments, and other research;

Participate in evaluations and other studies by supervising evaluation and research teams, serving as principal investigator, and ensuring evaluation quality and relevance;

Support qualitative and quantitative data collection and analysis, and the visual presentation of data to convey messages and tell stories;

Manage the work of and provide guidance to local partners conducting M&E services;

Support preparation of evaluation or third-party monitoring data for submission to the FCDO;

Conduct site visits and data quality assessments;

Ensure the accuracy, consistency, and completeness of data;

Other duties as assigned.

Required Education & Experience

Master’s degree in the social sciences or related disciplines is required;

5 years’ demonstrated experience supervising complex, fast-paced, politically sensitive field operations;

Intricate knowledge and understanding of civil society, governance, politics, economics, and social issues;

Substantive knowledge and experience working on conflict and stabilization issues such as civil society, governance, civilian administration, community development, and/or democratization;

Experience managing or implementing activities with civil society and local governance components that involved building relationships with local community institutions, grants-making, and training;

Demonstrated working knowledge of project development, grant administration and management procedures as well as a mastery of the principles, methods, practices, and operational procedures of a variety of successful private business enterprises, NGOs or development programs;

Fluency in both English and Arabic is required.
