CARE International in Jordan has a vacancy for the post of Gender and Social Change Facilitator:

CARE is committed to promoting gender equality, through empowering women and girls and engaging men and boys. CARE in Jordan is expanding programming on gender transformative work to shift gender and social norms and structures that perpetuate inequality, and particularly programming to prevent and response to risks of GBV.

CARE global experience and research has defined a number of successful participatory approaches to address gender inequality, including facilitated processes to explore and challenge social norms, believes and practices that shape the lives and health of men, women, boys and girls. In Jordan, CARE is launching the adaptation of such approaches, including Social Analysis and Action (SAA), CARE’s Young Men Initiative which includes a series of curricula targeting men and boys in reflection and actions for change, CARE’s Agents of Change which has been proven effective in reducing domestic violence, among others.

The purpose of the Gender and Social Change Facilitator position is to effectively mobilize and engage individuals and communities and implement the assigned activities under the above-mentioned approaches that CARE’s uses in its transformative work. He shall oversee the proper implementation of the assigned components activities of the program, in collaboration with other team members of the program. S/He also establishes and maintain good relations with partners such as, beneficiary communities, community leaders, Community and other Organizations and ensure their mobilization to participate in CARE program.

The Facilitator will lead participants through a participatory process in which they can reflect on their own experiences, attitudes and behaviors that drive gender inequality. Topics may include value of women/men in the household and community, joint financial decision making, communicating and negotiating priorities within a household, management of stressful situations, attitudes towards violence, etc.

CARE will ensure the facilitator is adequately trained in all methodologies prior to deploying them.

The facilitator must be a skilled communicator, experienced in participatory approaches, strong motivator, and committed to gender equality and the elimination of violence against women and girls.

RESPONSIBILITIES AND TASKS:

Job Responsibility # 1 Implementation of project activities

• The employee will facilitate and lead discussions on a daily basis regarding gender transformative activities.

• The employee will conduct workshops and trainings on concepts related to Engaging Men and Boys in Emergency (EMBiE), Program Y, Social Analysis and Action and other relevant methodologies as needed.

· The employee will be responsible for ensuring that the (EMBiE), Program Y curriculums, Social Analysis and Action and other relevant methodologies are followed but are also tailored and made relevant to participants’ interests and needs.

· The employee will support participants in developing social campaigns, and conduct outreach activities.

• The employee will be responsible for ensuring that dialogue within the group is respectful, constructive, and promotes a safe space to share different opinions.

• The employee will be responsible for writing weekly reports on the outcome of group discussions, and following up on any immediate concerns raised during the sessions.

• Plans with project partners, beneficiaries and other relevant actors, the detailed program EMBiE), and Program Y and other methodologies activities s/he is responsible for;

Makes sure that activities are performed in line with CARE standards including key humanitarian standards as set out in the IASC guidelines.

45% of Time

Job Responsibility #2 Planning, monitoring and reporting:

· The employee will be responsible for preparing all necessary materials for facilitating dialog including CARE’s Engaging Men and Boys in emergencies, Social Analysis and Action toolkit, etc., to be used during project activities.

· Reviews and revises this plan each month with the Psychosocial Program Manager;

· Proposing any necessary changes based on feedback collected from the implementation on the ground;

· Reports to the psychosocial program manager and the gender manager on progress including contributing to donor reports.

· Properly documents the achievements and lessons of the project activities and disseminates to stakeholders. This includes registering assistance on beneficiary databases if applicable.

· Works as a team player providing relevant information assistance to colleagues and ensuring program components for which she or he is responsible are interlinked.

· Maintains all relevant program documents in electronic and paper files (reports, contracts, agreements, correspondence, meeting notes, training materials and so on)

30% of Time

Job Responsibility # 3 Coordination, liaison and outreach with communities, project partners and other interested organizations:

· Ensures that any concerns, feedback, lessons learned, etc. are adequately documented and communicated to ensure program quality.

· Maintains contacts and effective communication with key partners involved in the project (project partners, other NGOs and agencies, Government departments, communities) in coordination with the Psychosocial Program Manager and the Gender Manager.

· Ensures that summaries of meetings or workshops attended is written, well documented and shared with others specially meetings related to gender task forces;

· Develop ways to involve lessons learnt or disseminate information regarding engaging men and boys and other gender transformative approaches to partners and donors.

15% of Time

Responsibility #4: Emergency Response / Staff Security

· Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response.

· Promote a safe and secure work environment; foster a safety and security culture; and ensure consistent application of, and compliance with, CARE Jordan safety and security policies and procedures

5% of Time

Job Responsibility #5 Other duties and Responsibilities assigned by the supervisor.

QUALIFICATIONS

A. Education / Training

Required:

· BA/BSc Degree in Community Development, Sociology, Psychology, Health, Social work or equivalent combination of education and work experience

Desired:

· MA degree in Sociology, Psychology, Public Health or equivalent combination of education and work experience

B. Managerial Know How

Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. Choose one of the following: Task; Minimal; Related; Diverse; Broad.

This position requires (Minimal) managerial know-how.

C. Experience Required:

Required:

· Minimum 5-7 years the field of community mobilization, group facilitation, dialogue, health promotion, GBV prevention or response, human rights, or related field.

· 2-3 years’ experience in implementing or facilitating gender activities.

Desired:

· Actual grassroots experience, working with communities in gender related activities.

· NGO experience preferred

D. Skills Required

· Strong training facilitation skills.

· Demonstrated experience conducting trainings or facilitating group discussions.

· Firm belief in teamwork, gender equality and participatory approach and sustainable development. The Trainer will need to be a male

· Understanding of concepts of protection, gender, do no harm, accountability, transparency.

· Good interpersonal and team building skills, as well as a positive attitude, eagerness to find creative solutions, patience and flexibility.

· Excellent written and verbal communication skills and comfortable leading discussions on challenging subjects.

· Willingness to work in camp settings and different urban locations

· Willingness to facilitate sensitive gender discussions with diverse group members.

· Good spoken and written English

Desired:

· TOT certificates on relevant gender, health, GBV prevention work.

· Cross cultural facilitation and dialogue skills.

E. Human relations skills

WORKING CONDITIONS: 

Travel: This position will be based in Amman and require travelling to CAREs’ Offices or Suppliers all the time.
