BACKGROUND
The Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives; support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to institutional development, capacity building, communications, gender, youth, persons with disabilities (PWD), and private sector engagement.
POSITION OVERVIEW
The MEL Team Leader will manage the development and implementation of the project’s monitoring, evaluation and learning (MEL) system and Activity Monitoring, Evaluation, and Learning Plan (AMELP) and ensure ongoing collection and evaluation of project data and results in partnership with technical staff. The MEL Team Leader will also support MEL capacity building efforts for ministry and utility counterparts, under the direction of the Chief of Party and DCOP-Technical. They will also work with project leadership to assess project performance and to support learning activities as well as manage the MEL team.
DETAILED RESPONSIBILITIES
Leads the development of the project’s MEL system and AMELP, ensuring that it aligns with WGA strategic objectives and the USAID Evaluation Policy requirements;
Refines and finalizes the project’s results framework, theory of change, and development hypothesis during work planning sessions
Provides leadership and oversight of MEL activities including learning agenda, process monitoring, data collection, data analysis, data quality, timeliness, and reporting;
Coordinates closely with technical staff to support MEL capacity building for WGA counterparts as needed;
Oversees the collection of and reporting on program management, output, and outcome indicators, including developing data collection tools as necessary;
Applies adaptive management strategies and facilitates learning activities to support staff to assess progress and continually refine programming;
Supports the integration of principles of thinking and working politically (TWP) and complexity aware monitoring into the AMELP and MEL activities
Leads the strategy and design of the program’s collaboration, learning and adaptation (CLA) activities and oversees implementation;
Supports the creation and dissemination of program learning through strategic communications;
Manages the program MEL team and provides technical support to WGA teams related to MEL and CLA;
Promotes linkages to enable projects and staff to learn from one another, discuss common M&E challenges, seek/offer assistance, and share best practices; and,
Other duties as assigned by the CoP
MINIMUM QUALIFICATIONS
Bachelor’s degree in behavioral/social sciences, statistics, or related field; advanced degree preferred
At least 5-8 years of M&E experience working with development programs; USAID-funded program experience strongly preferred
Demonstrable skills and experience in development of M&E tools, data analysis, data use, and assessments;
Extensive knowledge of qualitative and quantitative methodologies and utilization of statistical software;
Working knowledge and experience utilizing USAID-funded M&E systems highly preferred;
Ability to convey results to non-technical stakeholders, and to generate interest in the use of MEL results and help staff to make programmatic improvements;
Proven track record of successfully managing high-performing teams to achieve results;
Excellent verbal and written communication and presentation skills, with demonstrated ability to write technical reports, are required;
Knowledge of Jordan operating environment strongly preferred
Fluent Arabic and English required
LOCATION OF ASSIGNMENT
The MEL Team Leader will be based in the project’s office in Amman, Jordan.
